Volkov operated as an 'initial access broker,' gaining unauthorized access to corporate networks and selling this access to other threat actors. His buyers then used the access to deploy ransomware, encrypting victims' data and demanding cryptocurrency payments in exchange for restoring access.

As part of his plea agreement, Volkov admitted to receiving a share of cryptocurrency ransom payments and agreed to pay full restitution, including $9.2 million to known victims. He has also been ordered to forfeit equipment used in the crimes.
