CLARITY Act Passage Uncertain as Political Dynamics Intensify
The US Senate's digital asset market structure framework, known as the CLARITY Act, is facing a critical period in its passage. The bill has already progressed through the Senate Agriculture Committee, but its prospects are increasingly sensitive to political dynamics ahead of the 2026 midterms.
Ripple CEO Brad Garlinghouse warned that gains toward enacting the framework may not translate into actual passage. Speaking at the Consensus crypto conference in Miami, Garlinghouse emphasized the importance of reducing uncertainty for market participants and highlighted the broader objective of bringing regulatory clarity to the digital asset sector.
The bill's prospects are also influenced by a compromise on stablecoin yield announced by Senators Tillis and Alsobrooks. However, significant questions remain about broader market structure provisions, including licensing, capital requirements, and customer due diligence.
