Russia Passes Landmark Crypto Bill with $3,800 Annual Purchase Limit
Russia has passed a landmark bill that establishes a regulated framework for retail cryptocurrency transactions. The legislation, titled 'On Digital Currency and Digital Rights,' introduces a 300,000-ruble (~$3,800) annual purchase limit for non-qualified investors.
Cryptocurrencies are classified as tradable property and permitted for cross-border settlements, while domestic payments remain prohibited. Transactions must occur through intermediaries licensed by the Bank of Russia.
The framework includes a tiered investor system and mandatory risk-awareness testing. The law is set to take effect on September 1, 2026, with a transition period extending until July 1, 2027.
