OCC Proposes Rule on Stablecoin Yields as Ethereum Aims for Quantum Resistance

The US Office of the Comptroller of the Currency (OCC) has published a proposal to implement the GENIUS Act, which aims to settle the ongoing debate on stablecoin yields. The proposed rule would bar supervised entities from paying any form of interest or yield solely in connection with holding, using, or retaining payment stablecoins.

The OCC's draft rule translates the statutory framework into operational constraints, including tight limits on how GENIUS-regulated issuers can structure economics around their stablecoins. The proposal also adds a rebuttable presumption that an issuer is violating the ban on paying yield if it has an arrangement to pay yield to an affiliate or related third party.

Ethereum co-founder Vitalik Buterin has outlined a four-year roadmap for improving the blockchain's performance and quantum resistance. Dubbed the 'Strawmap', the plan includes improvements to slot times, upgrades to how nodes communicate with each other, and a simpler confirmation system resistant to quantum attacks.
