US Congress Introduces Bill for Strategic Bitcoin Reserve
The introduction of the American Reserve Modernization Act of 2026 (ARMA) in the US Congress marks a significant step towards establishing a strategic bitcoin reserve under the management of the Treasury Department. The bill, proposed by Republican Nick Begich and Democrat Jared Golden, aims to create a formal framework for managing a reserve of digital assets.
The bill requires federal agencies to provide full accounting and transfer coins for centralized storage by the department. It also includes provisions for quarterly public reports on reserves, independent audits, and oversight by Congress. The Treasury Department will be responsible for managing the reserve and ensuring that the coins are held for a minimum of 20 years.
The bill also enshrines the right of US citizens to own digital assets, store them independently, and transfer them without restrictions. This provision aims to promote transparency and clarity in the use of digital assets within the country.
