The controversy centers around an Ethereum Foundation publication titled 'Ethereum Basics for Governments and Institutions.' According to Digital Asset Investor, this document presents Ethereum more favorably while criticizing competing blockchain networks, including the XRP Ledger.

The document reportedly highlights outages experienced by competing blockchains, including XRP Ledger. It also states that XRP Ledger depends on Ripple for core development and that Ripple's influence raises governance concerns.

Digital Asset Investor further highlighted sections on validator mechanisms and governance, noting that the document states XRP Ledger does not employ an automatic slashing mechanism. He also referenced a claim in the publication that Ripple controls approximately 42% of XRP's total supply and that this level of ownership extends to validator selection through the network's recommended node list.
