US Congress Works on CLARITY Act to Clarify Digital Asset Rules
The CLARITY Act is a US market structure bill aimed at creating clearer federal rules for digital assets. The bill seeks to establish how oversight is divided between agencies like the Commodity Futures Trading Commission (CFTC) and Securities and Exchange Commission (SEC).
However, banks and crypto firms have differing views on rewards, which they say could be a normal tool for customer growth and mainstream use. On the other hand, banks argue that rewards could trigger deposit flight.
The House passed its version of the bill in July 2025, but the Senate process remains unresolved. A revised version of the bill is expected in late April, which will be the next key test to determine whether negotiators have reached a compromise.
