Kentucky Crypto Bill Amendment Sparks Self-Custody Concerns

A proposed amendment to a Kentucky bill has sparked controversy among cryptocurrency enthusiasts, as it appears to threaten self-custody wallets.

The amendment, part of the virtual currency kiosk legislation (HB 380), requires hardware wallet providers to be able to reset and recover users' seed phrases upon request. This would effectively outlaw self-custody in Kentucky, a practice that allows individuals to securely store their own cryptocurrencies without relying on third-party custodians.

The Bitcoin Policy Institute has sounded the alarm, arguing that this requirement is 'technologically impossible' for non-custodial wallets. Requiring a backdoor for seed phrase recovery would compromise the security guarantees of these wallets and push users towards centralized custodians that are vulnerable to hacks and failures.
