Vietnam Cracks Down on Unlicensed Crypto Platforms with Fines Starting Sept 1

Vietnam's crypto market is getting a price tag for its enthusiasm. The country has one of the highest numbers of digital asset holders, with over 21 million individuals and a market valued in hundreds of billions of dollars.

For years, this adoption has largely operated in a regulatory gray zone. But starting September 1, 2026, that gray zone gets a price tag.

The country's first administrative fines specifically targeting domestic investors who trade digital assets through unlicensed platforms have been introduced under Decree 284/2026. The penalties range from 30 million to 50 million VND, translating to roughly $1,140 to $1,900.

Licensed platforms also face obligations under the same decree. Exchanges operating without a license face fines between 180 million and 200 million VND, while customer verification failures carry separate penalties ranging from 50 million to 70 million VND.
