White House Orders Rapid Post-Quantum Cryptography Migration, Impacting Bitcoin Security
A recent executive order from the White House has set in motion a rapid migration to post-quantum cryptography (PQC), affecting Bitcoin's security and potentially leading to a quantum-resistant address format.
The June 22, 2026, order requires an interagency PQC pilot to be completed by December 31, 2027, and certain high-value assets to transition by 2030/2031. This has prompted investors to assign value to policy-driven PQC timelines, leading to a rally in quantum-computing and quantum-security stocks.
Coinbase's Quantum Advisory Council estimates that roughly 6.9-7.0 million BTC are currently quantum-vulnerable due to their public keys being visible on-chain. Bitcoin developers are testing BIP-360, a proposed format that would hide critical signature material until spend time by committing to a Merkle root.
The migration to PQC will require coordination and planning from exchanges, funds, and long-term holders, who will need to formalize 'migration playbooks' and upgrade their wallets to handle the new address formats. Address hygiene will become an economic issue as UTXOs with revealed public keys may attract earlier movement under risk-based policies.
