US Lawmakers Propose American Reserve Modernization Act to Establish Bitcoin Reserve

The American Reserve Modernization Act of 2026 (ARMA) has been introduced in the US Congress by Rep. Nick Begich and Rep. Jared Golden. The bipartisan bill aims to establish a strategic bitcoin reserve, which would be managed by the US Department of the Treasury.

Under ARMA, the Treasury would be authorized to acquire up to 200,000 BTC per year for five years, with the goal of reaching a total of 1 million BTC under federal custody. This effort builds on previous proposals, including the Boosting Innovation, Technology, and Competitiveness through Optimized Investment Nationwide (BITCOIN) Act.

The bill would also introduce strict custody standards to ensure safe handling of digital assets. Funding for the reserve would be provided through gold revaluation, allowing for a budget-neutral approach to acquisitions.
