For the first time in history, all participating teams have advanced past the group stage. The tournament features 48 teams, divided into 12 groups of four, with the top two from each group and the eight best third-placed teams qualifying for the round of 32.
The key mechanism that made universal advancement possible is the inclusion of the eight best third-placed teams. In a group of four, finishing third isn't catastrophic; you only need to be better than one team and not the worst among the remaining third-place finishers across all groups.
