The deal removes the main obstacle that had stalled the bill in the Senate, and markets are pricing a real path to a vote. The rally is driven by traders who now believe the bill has a chance this session.
A settled ethics provision clears the procedural blocker, but a floor vote before recess is a tight window. The SEC-CFTC split still needs to survive the text of the bill for it to pass.
