The proposed legislation follows a recent incident where an elderly woman was scammed out of a significant portion of her income at a cryptocurrency kiosk. Investigations revealed that the woman had unwittingly given 50% of her monthly income to scammers, jeopardizing her living situation.

Law enforcement highlights that scammers often prey on vulnerable individuals, employing deceptive tactics to manipulate victims. The challenges presented by cryptocurrency make tracking fraudulent activities exceedingly difficult, as converting funds into digital currency complicates law enforcement's ability to trace stolen money.
