Regulatory Clarity Bill Sparks Controversy in Cryptocurrency Industry
The US government's efforts to create a federal rulebook for cryptocurrencies have reignited debates over what 'regulatory clarity' means and who it benefits.
At the center of the debate is H.R. 3633, the Digital Asset Market Clarity Act of 2025, which aims to clarify boundaries around digital assets and define oversight responsibilities.
However, critics argue that the bill could formalize a system in which new crypto projects begin life under securities treatment and must later convince regulators that they have evolved beyond it.
The disagreement is not only about whether legislation is needed but also who benefits from the version now under debate. While proponents see the bill as reducing legal uncertainty, critics claim that it would impose burdensome requirements on new projects and limit innovation.
