Trump's Election Overhaul Bill Sinks CLARITY Act Passage Odds
President Donald Trump has put pressure on the Senate to pass his election overhaul bill, known as the SAVE America Act. This move has added time pressure to the passage of the CLARITY Act, a bipartisan market structure bill for crypto.
The CLARITY Act passed the House in July 2025 with a vote of 294-134 and cleared the Senate Banking Committee in May, but it still awaits a full Senate floor vote before recess. The bill needs at least seven Democratic votes to reach the 60-vote threshold that ends debate.
The main obstacle to passage is an ethics agreement, which Senator Elizabeth Warren has argued should prevent lawmakers and their families from profiting from crypto ventures while the rules are written. Trump's latest financial disclosure reported over $1 billion in crypto income, most of it from his crypto ventures including World Liberty Financial and the $TRUMP meme coin.
The stakes are high for crypto market structure, as Bitwise asset manager has called the bill's passage a possible market bottom catalyst for the crypto cycle. The Senate calendar is tight, with lawmakers returning on July 13 to barely three working weeks before the August 8 break, and analysts have already flagged shrinking passage odds as floor time vanishes.
